Job Description

Purpose of the Consultancy

To strengthen integrated service delivery centred on PHC through situation analysis, adapted M&E tools, capacity-building, and preparing a way forward plan.
Background
WHO supports Pakistan in strengthening integrated, people-centred health services, with Primary Health Care (PHC) as the foundation of the health system and a core pathway to Universal Health Coverage (UHC). The country continues to face challenges in equitable access, referral continuity across levels of care, variable service quality, limited standardization of monitoring frameworks, and uneven adoption of digital health tools and emergency care linkages. Within the WHO Health Systems Development (HSD) portfolio, targeted technical support is required to help federal and provincial counterparts review service delivery performance, adapt tools, and build capacity to accelerate integrated service delivery improvements aligned with UHC and SDG 3 targets.

Work to be performed
Output 1: Inception and Baseline Mapping
  • Deliverable 1.1: Prepare inception report by conducting initial briefings with key stakeholders to validate scope, workplan, methodology; including data-collection plan and timelines.
  • Deliverable 1.2: Conduct a targeted desk review of national/provincial policies, plans and recent assessments to extract relevant integrated service delivery commitments, indicators and tools currently in use. summarize the existing gaps and priority areas to be further reviewed and validated during field visits.
Output 2: Develop Adapted Tools and Capacity Support
  • Deliverable 2.1: Prepare and finalize data-collection tools (structured templates for facility referral flows, supervision checklists,); adapt to local context where needed.
  • Deliverable 2.2: Carry out short field visits to selected districts/facilities to validate referral practices and reporting workflows; document findings using standard templates.
  • Deliverable 2.3: Conduct technical briefing sessions/workshops (federal and/or provincial) on validation of desk review findings and use of adapted tools, with agendas, participant lists, and materials.
Output 3: Produce Final Report and Way-Forward Plan
  • Deliverable 3.1: Compile and analyze monitoring data; provide updates during the assignment highlighting progress, bottlenecks, and immediate corrective actions.
  • Prepare a concise report summarizing key findings, and immediate next steps.
  • Deliverable 3.2: Prepare a concise implementation package (toolkit) and a way-forward plan with a prioritized, time-bound set of actions for the next 6–12 months.
  • Deliverable 3.3: Draft a clear and concise policy brief that summarizes key evidence, highlights priority messages for advocacy to promote integrated service delivery with key stakeholders.
Technical Supervision
The selected Consultant will work on the supervision of:

Qualifications required:
Educational requirements:
Essential: First university degree in a health-related science and a training in public health, community/family medicine, health systems /services administration, health management or health related field from an accredited/recognized institute.
Desirable: Postgraduate in Public health, health systems/services administration, health management or health related field .
Working experience requirement:
Essential:
  • Up to 5 years of relevant experience in health systems development, policy formulation, and managing integrated health service delivery—preferably within primary health care settings.
  • Experience in working with government agencies, international organizations, and non-state actors on health reforms, monitoring and evaluation, and capacity building.
Desirable:
  • Prior involvement in implementing digital health solutions and emergency health services within decentralized health systems.
Skills / Technical skills and knowledge:
  • Good communication skills
  • Ability to operate MS Office tools (such as MS Word, MS Excel, MS PowerPoint).
Language requirements:
Excellent knowledge of English language.

Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
The Consultant is expected to travel according to the itinerary and schedule provided by WHO.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed
