CHILD SAFEGUARDING:

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Dimensions: Save the Children, Pakistan (SC Pakistan) is seeking a Manager—Education, for its USDA-funded McGovern Dole Food for Education and Child Nutrition Program in Pakistan. The Sindh Sustainable School Meals (SSM) project which will be implemented in three districts of Sindh including Sujawal, Tando Muhammad Khan, and Thatta, to reach over 600 schools and nearly 150,00 direct beneficiaries throughout the course of the project.

Reporting to the Chief of Party, the Manager-Education will provide technical leadership and oversight for the education components of the SSM project in Sindh province. Responsibilities include designing and implementing the school feeding intervention in ways that improve literacy, educational quality, enrolment and retention, along with community engagement. Potential interventions include developing/adapting curricula, supporting teacher training programs and education materials aligned with Government of Sindh and SCI processes, working closely with Government of Sindh ministries/stakeholders (across health, education, food security) to engage in financial planning, build capacity and ensure sustainability. The Manager-Education will also work closely with other SSM teams including Research, Evaluation, Accountability, Learning and Monitoring to ensure qualitative/quantitative education outcomes including literacy rates, enrolment, and attendance as per agreed upon deliverables, and support the team in adhering to donor compliance and standards around advocacy, communications, and reporting.

KEY AREAS OF RESPONSIBILITY:

  • Oversee design and implementation of early childhood education, teacher professional development, and foundational learning activities in alignment with SSM deliverables and objectives.
  • Focus on reducing hunger and improving nutrition among early childhood and primary school students.
  • Plan, budget, coordinate, and conduct, capacity building workshops for partners, government, and other stakeholders on relevant education and health interventions.
  • Work closely with education technical service providers, organizations, and consultants as required.
  • Support submission of quality periodical donor reports, case studies, and success stories in close coordination with Monitoring, Evaluation, and Research teams at district, field-office, and regional/international levels.
  • Oversee SSM’s advocacy and coordination efforts by liaising closely with relevant Government Departments for program/project advocacy, sustainability, and scale-up goals and providing technical support to the team for development and implementation of advocacy and communication plans.
  • Participate in different national donor/government working groups and represent SSM at SCI global/regional technical platforms.

QUALIFICATIONS AND EXPERIENCE:

  • Master’s degree in education with minimum 10 years of relevant experience including at least 5 years of experience in increasingly senior/management/donor-facing roles on USAID, USDA, FCDO or other large ($20+ Million) bi-lateral projects. Bachelors’ degree with 15 years of experience will be considered.
  • Demonstrated subject matter expertise in early grades literacy, early childhood education, or teacher professional development highly preferred.
  • Demonstrated experience with EGRA (Early Grade Reading Assessment), teacher mentoring/coaching, and community mobilization highly preferred.
  • Experience with USDA McGovern-Dole projects highly preferred.
  • Strong teamwork ability and cultural sensitivity and gender balance in stakeholder communication.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Ability to present complex information in a succinct and compelling manner.
  • Extensive networks (public and private sector) in Sindh and extensive experience working in the education sector specifically in Sindh.
  • Proficiency in spoken and written English, Urdu, and Sindhi including excellent writing skills in English and Urdu.
  • Ability and willingness to spend extensive time in project field locations/implementation sites working alongside project staff and partners for at least 30% of the time, or more as needed based on project requirements.
